Despite the national economic boom, spurred in part by the rapid growth of the information-technology industry, many California families are not seeing the fruit of this uneven prosperity. In 1998, nearly 3 million people in the United States worked full time, year-round, and yet remained below the official poverty line. For others, their above-minimum-wage jobs are insufficient to adequately feed, house and care for their families.
