Foster Mother's Visits to Child Injured in Her Care Raise Doubt

LOS ANGELES - The birth mother of Oei Mae, a toddler who was permanently brain-damaged and partially paralyzed in January 1999 after being fed massive quantities of psychotropic drugs over a prolonged period while in a state-licensed foster home, is asking why state and county child welfare officials have allowed her 7-year-old daughter, Ali, to remain in the same Santa Barbara County residence along with three other small children.
