Clinton Has China's Key, But Will Congress Let Him Use It?

The allure has grown stronger during China's 20-year courtship with capitalism, but precious few Western companies have struck gold in the Middle Kingdom. After pressing for two decades for a beachhead in China's coveted market of 1.3 billion people, U.S. companies managed to ship just $13.1 billion worth of goods to China last year - a paltry 2 percent of all U.S. exports.
