City 'Dropped Ball' on Officer Tracking

Explaining why a computerized system for tracking misconduct by Los Angeles Police Department officers has yet to be implemented nine years after it was recommended, a spokesman for Mayor Richard J. Riordan said Tuesday that the mayor and other city officials "dropped the ball."
