Finlay Took Roundabout Way to Bench

SAN DIEGO - Nonviolent drug addicts, caught in a cycle of dependency that conventional arrest-and-punish strategy does nothing to stop, cost taxpayers thousands of dollars a year for police, judges and jails, said retired Superior Court Judge Susan Finlay.
