9th Circuit Urged to Increase En Banc Panels From 11 to 13

SAN FRANCISCO - In an effort to blunt criticism of the 9th U.S. Circuit Court of Appeals, a year-long evaluation by a court committee recommended Monday increasing the number of participants on en banc panels from 11 to 13 judges and cutting the number of votes needed to grant such rehearings.
