Judges Talk About When to Hang Up Their Robes

Several 9th Circuit bench officers discuss guidelines to ease jurists off the court. When Proctor Hug was 9th Circuit chief judge in 1999, he formed a Judicial Disability Task Force, which made 28 recommendations and produced an elaborate flow chart outlining the steps to take when judges falter.

Poole of San Francisco, then 81 and one of the circuit's most prominent active appellate judges, was suffering from mental confusion that left him unfit to decide cases.
