The government can garnish criminal defendants' retirement pensions as a means to compensate victims of their crimes, a federal appeals court said Thursday.
Sitting en banc, the 9th U.S. Circuit Court of Appeals ruled 10-5 that a federal act designed to protect victims overrides another federal act that regulates private pension plans.
