Foster Care Homes Underfunded

California is short-changing kids in foster care group homes by paying only 80 percent of what federal law requires, a 9th U.S. Circuit Court of Appeals panel held Monday.

SAN FRANCISCO - California is short-changing kids in foster care group homes by paying only 80 percent of what federal law requires, a 9th U.S. Circuit Court of Appeals panel held Monday.

The unanimous three-judge panel reversed U.S. District Judge Marilyn Hall Patel of San Francisco, who had found the state was in substantial compliance with the federal Child Welfare Act.
