While they facilitate and encourage communication and negotiation among parties (40 C.F.R. 131.7(f)(1)(ii)), mediators can only help parties help themselves. If the parties are patient, keep an open mind and are willing to compromise, the mediator and the parties will be successful in their endeavor.
