SAN JOSE - Santa Clara County's prosecutors and public defenders head into a Nov. 2 election showdown over their initiative to require binding arbitration of all contract disputes with few allies. County supervisors and the largest union of government workers oppose the measure, and District Attorney George Kennedy has raised serious concerns about its implications.
