SAN FRANCISCO - A federal appeals panel on Tuesday reversed the conviction of a man who transported nearly 60 pounds of marijuana from Tijuana, Mexico, to California, holding that a Department of Homeland Security regulation that prevented him from confronting a government witness is unconstitutional.
