Legislative Reforms to Help Foster Kids Are Insufficient Without Action

Forum Column - By Miriam Aroni Krinsky - When is a change in the law not a change at all? When that change "lives" only on paper. Unfortunately, this riddle comes far too close to reality when one assesses the vitality of well-intentioned legal reforms in our state aimed at improving the plight of the nearly 100,000 abused and neglected children in foster care. Too often, new laws have little impact on the daily lives of our most vulnerable children and instead "live" only in the written word.
