Nobody enjoys jolting over potholes or fuming in traffic jams. Nearly everyone agrees that public roads in the United States need fixing. How states will pay to fix roadway infrastructure is more controversial.

Federal and state taxes on vehicle fuels have funded roadway infrastructure since the 1930s. By the 21st century, old-fashioned gas taxes are outmoded and provide insufficient revenue. Surely, technology can offer something better than pay-at-the pump taxes. ...
