Construction on a 364-unit residential development in the Cortez Hill area of downtown could begin as early as next month, according to the CoStar Group, but the developer has yet to pull permits for the project.
The apartment complex, being developed by Willmark Communities at 1420 Second Ave., changed significantly within the past few months.
