New Limits on Hiring Skilled Foreign Workers Reignites Debate

A drop in demand for special work permits, known as H-1B visas - fueled by an ailing economy and new employer hiring restrictions - is quietly reigniting the debate over protecting U.S. jobs.

Last March, immigration attorney Carl Shusterman rushed to be among the first to file dozens of applications for U.S. firms hoping to hire high-skilled foreign workers.

This year, the Los Angeles-based attorney, who also specializes in obtaining visas for nurses, worked at a more leisurely pace.
