HP's $108 million penalty illustrates government focus on foreign corruption

In three separate schemes in Russia, Poland and Mexico, employees of Hewlett-Packard Co. bribed foreign government officials with bags full of hundreds of thousands of dollars in cash, set up slush funds to facilitate kickbacks, created webs of shell companies, and hid it all from official books and records.
