WASHINGTON - Back in 1969, a U.S. senator was indicted on charges of taking a bribe while in office. Sen. Daniel B. Brewster, a Democrat from Maryland, fought back, arguing that he was immune from prosecution because the act of taking payment for passing legislation was protected by the obscure "speech and debate" clause of the U.S. Constitution.
