Daughter of Rampart Victim May Have Constitutional Claim

In a tentative ruling that could have widespread impact, a federal judge has stated that the daughter of a man allegedly shot and framed by former Rampart police officer Rafael Perez has a constitutional claim for loss of association with her father for the nearly three years he was imprisoned.
