Congress, Coast Guard Rule Seas

WASHINGTON-In a decision with implications for states' rights and international treaties, the U.S. Supreme Court ruled unanimously Monday that provisions established by the state of Washington to regulate oil tankers in that state's waters are pre-empted by federal law and are unenforceable.
