Residents in homeowner associations will be assured of their free-speech right to display signs, banners and flags on their property under a bill passed Sept. 3 by the state Senate.
The measure, initiated by the American Civil Liberties Union, is one of four bills introduced this year to give homeowners in common-interest developments such as condominiums more control over their property.
