Proposed $500 million cargo facility near Port of Los Angeles attracts unusual foe

The region's air pollution regulator has sued Los Angeles over its approval of a project which supporters say is critical to maintaining port competitiveness.

A proposed $500 million cargo loading facility that will help the Port of Los Angeles compete for business has attracted an unusual foe. The South Coast Air Quality Management District, which regulates air pollution for most of Los Angeles and Orange Counties, has sued the city of Los Angeles claiming it botched its analysis of the project's air pollution impacts.
