Senior U.S. District Judge Charles R. Breyer of San Francisco has been confirmed by the U.S. Senate to serve on the U.S. Sentencing Commission. His confirmation came on a voice vote Thursday. He will be the first judge from the 9th Circuit to serve on the commission, an independent body that develops guidelines for federal judges to use in criminal cases. Breyer, 71, was placed on the 9th Circuit by President Bill Clinton in 1997.
