Costa Mesa pursues city charter to speed outsourcing

Officials said a charter would help the city skirt legal controversy that's hampered the city's effort to outsource more than 100 public-sector jobs to private companies.

The city of Costa Mesa has unveiled a new legal tactic in its effort to outsource local services to private contractors in order to cut payroll and retirement costs.
