L.A., pension board fight over cuts

Two conflicting legal opinions have put the city of Los Angeles at loggerheads with police and firefighters over whether periodic increases in retiree health benefits qualify as vested rights.

Los Angeles officials and the public safety employees' pensions board are at loggerheads over the legality of a key piece of the city's cost-cutting strategy.


At issue is whether periodic increases in retiree health benefits qualify as vested rights. A city ordinance passed in July freezes the medical subsidies at current levels unless workers boost retirement contributions.
