Showdown Looms As Governor Cuts Health Programs To Balance Budget

The California Supreme Court could issue the last word on when the governor is allowed to use a line-item veto to slash health care funding, an increasingly popular target of budget cuts.

The state Supreme Court is set to hear oral arguments Wednesday over whether Gov. Arnold Schwarzenegger overstepped his authority when he used a controversial line-item veto to slash $500 million from health care clinics and other safety net providers as a unilateral effort to alleviate the budget's continued deficit.
