Power Play

Pacific Gas and Electric Co. in 2002 supported a state law that forces investor-owned utilities to fully cooperate with local communities wanting to buy power from other sources. Now, PG&E is pushing a constitutional amendment (Proposition 16) that would make the expansion of such programs nearly impossible.
