Immigrants Blamed for Backlogs While Stuck in Legal Limbo

A three-judge panel of the 9th Circuit Court of Appeals overturned an immigration judge's refusal to extend an immigrant's case while a final decision was pending on his work-visa application.

LOS ANGELES - When Manik Ahmed went before a judge asking for an extension in his immigration case, prosecutors did not object.
