A federal judge has refused to block a California rule that took effect Wednesday designed to reduce pollution from huge container ships entering the state's ports.

A federal judge has refused to block a California rule that took effect Wednesday designed to reduce pollution from huge container ships entering the state's ports.

The shipping industry attempted to sink the rule, arguing state officials lacked authority to enforce it. But U.S. District Court Judge Morrison C. England Jr. of Sacramento said the industry's arguments "defied logic."
