A U.S. judge in Fresno on Friday rejected a bid by the building industry to invalidate a groundbreaking rule that aims to curb pollution from new development in the Central Valley.

The National Association of Homebuilders sued the San Joaquin Valley Air Pollution Control District last year, after it moved to require builders to reduce traffic pollution caused by sprawling development.
