New Ozone Standards Likely Will Face Court Challenge

The recent decision setting new smog-forming ozone standards by the U.S. Environmental Protection Agency likely will head to court as critics question President Bush's last-minute intervention in the process as well as EPA Administrator Stephen Johnson's disregard for his science panel's recommendations when he set the rule.
