Forum Column - By Michael M. Berger - The Los Angeles Community Redevelopment Agency thought that it had some good ideas to revitalize downtown - and perhaps it did. The agency wanted to improve the downtown L.A. area with more hotel space, housing and commercial areas. Doing so, the agency believed, would make downtown more vital, increase the city's ability to attract business for its convention center and generally make city life better.
