Building a Makeshift Solution

Liberal economists point out that any governmental interference with freedom of contract should be scrutinized carefully to avoid detracting from the efficiency of the marketplace. In the case of construction contracts, the advantage to the owner is acquisition of a building while the advantage to the contractor is profit.
