County Services Leave Many Behind
California's Lanterman-Petrie-Short Act of 1969 was landmark legislation acknowledging that restrictions on liberty that result from civil commitment to a mental hospital deserve Fifth Amendment due process protection. But today's mental health professionals criticize what they say is the short shrift the statute gives to effective treatment and believe civil commitment is still a widely abused process.
