SAN FRANCISCO - Philosophically polarized positions became obvious Tuesday on an 11-judge federal appeals panel that is deciding whether trial judges may reduce prison sentences for some deported aliens because of routinely shorter sentences handed down in San Diego compared to Los Angeles.
