Rialto finds new funding model to enable repairs
More than two years since the state abolished local redevelopment agencies as a cost saving tool amid its financial crisis, cities across California are turning to increasingly creative financing solutions to fund important projects.

City officials in Rialto believed they were headed toward a water and wastewater crisis. The city's infrastructure was aging to the point that it was being held together "with Band-Aids," said Water Superintendent Pete Fox.
