On April 5, Justice Joyce Kennard will step down from the state Supreme Court after serving with distinction for 25 years. If Gov. Jerry Brown were to ask for my opinion as to who should replace Justice Kennard, I would reply as follows:


First, the next associate justice of the Supreme Court should have a keen legal mind and a sound knowledge and understanding of California law - particularly the laws and rules of evidence and procedure...
