Inverse condemnation ruling against PG&E upheld

Pacific Gas and Electric Co. lost a bid Thursday to persuade a Sacramento County judge to reconsider his ruling that inverse condemenation applies to privately-owned public utilities even though the California Public Utiliies Commission will not allow wildfire costs to be passed along to ratepayers.
