State, DOJ, plaintiffs say contraceptive mandate case is moot, but what about standing?

The U.S. Department of Justice wants a federal appeals court to rule that California cannot challenge new Trump administration rules exempting certain employers from the Affordable Care Act's contraceptive mandate, despite the fact that it argues existing litigation over the issue is moot.
