SACRAMENTO — A bill designed to prevent public agencies from using attorney fees as a bargaining chip in California Public Records Act litigation is headed to the Senate floor.

SB 518 passed the Senate Appropriations Committee on a 4-2 party line vote Thursday. It takes aim at 998 offers, named after their number under the Code of Civil Procedure.
