Indigent defendants’ court fees left in question by conflicting rulings

In what could be a huge blow to indigent defendants, a 2nd District Court of Appeal panel rejected a ruling by another division of the same court which allowed poor people to avoid operational court fees and fines if a court determined they were unable to pay them.
