Lawyer for LA was leery of fee in billing case, email shows

The city of Los Angeles, which has maintained it was not aware of any fraudulent activity regarding a $67 million Department of Water and Power settlement now being scrutinized by the FBI, was suspicious of an increased fee request by an Ohio attorney four years ago, but went ahead and paid him anyway, according to emails made public Wednesday.
