FBI, DOJ close civil rights investigation into Sacramento police shooting

The FBI and U.S. Attorney McGregor W. Scott announced Thursday they have found insufficient evidence to prosecute two Sacramento police officers and closed the civil rights investigation into the shooting death of Stephon Clark, which led to protests and possibly a new law.
