
Retired Lassen County Judge Joseph Harvey, who influenced the development of the state's evidence code, has died. He was 91.
He spent the majority of his career in rural Susanville as a judge for 18 years, but from the northeast corner of the state, he had an extensive impact thanks to his service on the state's Law Revision Commission, which drafted the California Evidence Code enacted in 1965.
