Gov. Gavin Newsom has signed legislation raising State Bar fees for the first time in two decades, a 27% increase the bar said will allow it to hire 19 new employees in its attorney discipline unit, extend retiree health benefits to all its employees and fund technology and building projects.

But in a signing statement he issued Wednesday for SB 176, Newsom was noncommittal about eventually moving the bar into the state budget proces...
