Bias committees are enigmas, attorneys say

In an effort to address discriminatory conduct by members of the judiciary, a handful of courts — including superior courts in Contra Costa, San Francisco, and Santa Barbara counties — have established local committees to receive and review complaints about bias, in accordance with a decade-old California Judicial Council recommendation.

A judge laughing with a male attorney over how "great" a rape victim's legs looked. A judge who refused to reduce a felony charge to a misdemeanor until he saw the defendant had blonde hair and blue eyes. A judge who scolded a female attorney of color and suggested she was being too aggressive with her argument, only hours after allowing male attorneys to repeatedly interrupt and raise their voices at him.
