DAs, victims’ groups try to block good-conduct changes to release felons

Representatives of nonprofits Crime Victims United of California and Citizens Against Homicide joined 44 of the state’s district attorneys in a lawsuit challenging the legality of rule changes enacted by the prisons department, which the plaintiffs say could lead to the early release of more than 76,000 convicts.

Two victims' rights groups joined 45 district attorneys across the state in litigation attempting to block the California prisons department from implementing emergency regulations that give inmates additional good conduct credits.
