Is Costa-Hawkins the next MICRA? And is freshman Sen. Aisha Wahab, D-Hayward, its Nick Rowley? Last week, Wahab brought a bill to overhaul the Costa-Hawkins Rental Housing Act to the Senate floor despite knowing it would lose.
Wahab's SB 466 would have adjusted Costa-Hawkins so that buildings constructed in 1995 or later would become subject to rent control ordinances after 28 years. It failed 16-15, without debate. Seven Democrats voted no, while nine abstained.
