LA utility rate hike was a tax that violated state law, complaint says

In increasing rates without mitigating the effect on the utilities tax, the complaint read, the city violated the state constitution, which requires voter approval for all new or increasing taxes.

A 2016 rate increase from the Los Angeles Department of Water and Power violated California law requiring voter approval for all taxes, a proposed class claims.
