Bill would prohibit withholding degree over debt

On Tuesday, the Assembly Higher Education Committee will take up a bill that would prohibit a college from withholding a student’s degree over unpaid debts. That could prevent disputes like the one that cost former law student James Camper III the right to take the California Bar Exam for more than a year.
